The "main candidate" in the upcoming elections will be the current head of the republic, Yunus-Bek Yevkurov. He has been in charge of the region for almost 10 years, since October 31, 2008 (in the status of acting - from October 30). Prior to his appointment, Yevkurov was a regular soldier, retired with the rank of colonel from the post of deputy head of the intelligence department of the Volga-Urals Military District. His current term expires on September 8.
The current procedure for electing the head of the Republic of Ingushetia (until January 1, 2011 - President of the Republic of Ingushetia) has been in force for the last 5 years, since 2013. The last national elections in the region were held in 2002, from 2004 to 2012, the head of the Ingushetia, as in all other subjects of the federation, claimed by the President of the Russian Federation.
May 7, 2013, after the regions received the right to independently determine how to choose their heads by popular vote or by voting in parliament on candidates nominated by the President of the Russian Federation,Deputies of the Ingushetia National Assembly voted for the rejection of direct national elections of the head of the republic and the transition to a vote in parliament on the three candidates proposed by the President of the Russian Federation. A month later, on July 4, Yunus-Bek Yevkurov, whose powers expired in October 2013, resigned. On the single voting day on September 8, 2013, the National Assembly elected him head of Ingushetia.
Despite the fact that the decision to abandon direct elections has been made quite a long time ago, and the last national elections were held 16 years ago, there are often calls in the region to return direct elections. However, legislators in the region are in no hurry to consider this option.
As well as in other regions, where this year the “indirect” elections of chapters are to be held, in Ingushetia the deputies of the National Assembly will hold an extraordinary meeting on the single voting day, September 9. They will have to choose from three candidates submitted by Vladimir Putin on August 17. In addition to the current head of Yunus-Bek Yevkurov, who was recommended by United Russia, MP Ilyas Bogatyrev (KPRF) and Nazran city council deputy Uruskhan Yevloyev (Fair Russia) were candidates.Note that one of the alternative candidates was already a candidate for the post of head of the republic in 2013: then, in addition to Evkurov, Vladimir Putin introduced the candidacies of Uruskhan Evloev and United Russia party Magomed Tatriyev. At that time, Yevkurov received 25 of 27 votes, Evloev - 2, no one voted for Tatriev. According to local observers, this year the results will not be very different.
The political scientist, candidate of historical sciences Anzhela Matieva shares her opinion on the upcoming elections: “Everything is clear with elections in Ingushetia. There is no desire to comment on them. For me, in this case, it’s not a question of whether a candidate participates, he doesn’t deserve, he deserves to be the head or doesn’t deserve.Another moment is important here - that the head of the republic must be chosen by the people. they can choose their own chapter With our rich historical past, our history, this system of election, public diplomacy, the ability to choose the best from among our fellow citizens is sufficiently developed. <...> And what people are trying to show us with a society that is not yet ripe for independent choice, is offensive to many.Such things do not contribute to the consolidation of society, on the contrary, they contribute to discontent and disunity. And the question of who can become the head is not so important compared to this. "
The journalist of the NTRC "Ingushetia", Akhmed Tangiyev, notes that ordinary citizens of the republic are not interested in the upcoming election of the head because of their "indirect" nature: there is no outside agitation in the city. Probably, this is due to the fact that people are excluded from the election process. It is such sentiments that are circulating among the people. This is discussed. Of course, the proposed candidates are known, they are familiar to society. if the people are state people, the parliament, not the people, the population has no interest in this process. "
