We continue to talk about the results of a single voting day in the Russian regions. Today the turn is the Voronezh region.

Elections in the Voronezh region have become one of the most scandalous both in the Central Federal District and in Russia as a whole. The results of the vote cost their post as head of the local electoral commission, as well as the deputy chair to the candidate who was about to celebrate the victory. But first things first.
For United Russia, the last State Duma elections in the Voronezh Region were very successful. With a turnout of 53.07%, the party in power was able to win almost 60% of the vote in the region. The closest pursuer of United Russia, the Communist Party of the Russian Federation, received a much more modest result - only 15.59%. The Liberal Democratic Party, which ranked second in many regions, confidently overtaking the communists, was able to gain only 9.25% in the Voronezh region. The worst result among the parliamentary parties showed “Fair Russia”, which scored only 6.68%.
When compared with the results of 2011, the "United Russia" was the only partywhich was able to significantly improve its result, the other parties either lost their votes or remained at the same level. Five years ago, the result of the EP was 49.5%, the Communist Party of the Russian Federation then gained 21.8%, CP - 14.4%, LDPR - 8.8%.
In general, according to the lists of political parties, six United Russia and one Communist were elected from the Voronezh Region. According to the voting results from the territorial group of the EP, which also includes the Lipetsk, Vladimir and Ryazan regions, Governor of the Voronezh Region Alexey Gordeyev, State Duma deputies of the sixth convocation Andrei Makarov and Gennady Kulik, TV journalist Yevgeny Revenko, former mayor of Lipetsk Mikhail Gulevsky and chairman of the Voronezh regional trade union passed to the State Duma. health workers Tatyana Saprykina.
Later, Aleksey Gordeyev refused his mandate. Instead, the deputy of the State Duma became a deputy of the Lipetsk regional council, Vladimir Bogodukhov.
From the Communist Party of the Russian Federation according to the lists including the Voronezh and Belgorod regions, State Duma deputy of the VI convocation Sergey Gavrilov passed to the lower house of the Russian parliament. He also ran in the Voronezh single-mandate district, but lost to the EP candidate Arkady Ponomarev.
United Russia was able to win in three of the four single-mandate constituencies of the Voronezh region. Here, the winners were the already mentioned founder of the Molvest company Arkady Ponomarev, State Duma deputy of the VI convocation Sergey Chizhov and the official of the regional government Andrei Markov. The latter, by the way, managed to circumvent the candidate of the Communist Party Ruslan Gostev, previously elected to the State Duma six times.
In another district, where United Russia did not nominate its candidates, the leader of the Rodina party, Alexei Zhuravlev, confidently won.
Neither the "Fair Russia" nor the Liberal Democratic Party on the results of the voting of their representatives from the Voronezh region in the new convocation of the State Duma did not receive.
We now turn to the scandal, with unkind glory glorified the Voronezh region in the past elections. It happened after the appeal to the CEC of the candidate from the "Fair Russia" Olga Epifanova, nominated as part of the federal list of CP. She complained about the discrepancy in the data on the results of voting in the Voronezh Region contained in certified copies of the protocols on the results of voting of two precinct election commissions, and data in the GAS “Elections” system.
As it turned out, we are talking about the results of the vote in Tiraspol, the capital of Transnistria. Here, “Fair Russia” was first credited with 4 thousand extra votes, and when the violation was revealed, they were taken from the party. As a result, the first number of the Voronezh group of spravorossov, banker Abubakar Arsamakov, first received and then lost his Duma mandate.
“Wrong” counted votes cost not only the mandate of Arsamakov, but also the post of head of the regional election commission Vladimir Selyanin. The CEC expressed its distrust and demanded not only his resignation, but also his withdrawal from the commission. Selyanin resigned from a leading position, but announced the resignation of a member of the commission only on 7 November.
The villager eventually had to answer not only for the falsification of the vote count, but also on the complaint of the State Duma deputy from the Communist Party of the Russian Federation Valery Rashkin, who filed a petition to the Investigation Committee with a request to verify the fact that the villager failed to fulfill his duties from December 2015 to May 2016. It is reported that Selyanin for this period has voluntarily voluntarily resigned as head of the commission, remaining an ordinary member, however, according to the website of the regional election commission,he actually continued to lead her, after which he was again appointed head of the regional election committee, but thanks to his temporary resignation he managed to receive a lump sum payment.
The proceedings on this issue are still ongoing. So, in late December, Voronezh investigators returned the materials of verification of violations in the elections to the State Duma. As it turned out, the procedural decision on this issue has not yet been made, although the verification began in October.
The results of the elections in the Voronezh region were commented by Vyacheslav Salnikov, associate professor of the department of political science and political management of the Voronezh State University:
- Unlike its predecessors, the current head of the CEC, Ella Pamfilova, was not afraid to cancel the election results at those polling stations where serious violations were revealed. Thus, the leader of the Voronezh regional list of “spravorossov” Abubakar Arsamakov lost his deputy’s mandate when the votes cast for “United Russia” at two Tiraspol polling stations were introduced into the GAS “Vybory” system as “Fair Russia”. For this, Vladimir Selyanin, head of the Voronezh DEC, who has held this position for 14 years, was shot.
